You will observe that, Messrs Shewan Tones and Company have applied for permission to run tramways on the electric trolley system, and Mr. Goodman has drawnL attention to a letter from the Manager of the Electric Telegraph Company on the subject. been found to have an injurious effect on iron pipes in the ground within a large radius of the Trewy, and the Director of Public Works has suggested, in connection with an application to run Tramways at Kowloon, that before any fresh legislation on the subject of Tramways is attempt d, the services of a Consulting Engineer, who has made Tramways, especially those worked by electricity, a speciality, should be obtained for this Government by the Crown Agents for the Colonies.

Mr. Ormsby has mentioned the name of Mr. A.B.W. Kennedy L.L.D., F.R.S., M.G.I.E., of 17 Victoria Street, S.W. as a loading Engineer in Tramway construction.

Apart, therefore, from the particular question dealt with in Mr. Goodman's Memorandum, I should be glad for advice as to the best lines on which any new Tramways Ordinance should be modelled, and what special provisions would be desirable,in view of the motive power adopted being electricity, to safeguard public and private property.
